Annual Report 2006-2007

B: Work Programme for 2006-2007

Below are details of the 25 tasks in DPTAC's work programme for 2006-07:

Proactive tasks

Task 1: Work arising from the Disability Discrimination Act 2005, influencing the Disability Rights Commission's informal guidance and recommendation on lifting the transport exemption for maritime and aviation services.

Task 2: Implement the Communications Strategy, including publishing the Annual Report 2005-06, and reviewing www.dptac.gov.uk and Door-to-Door websites (www.dptac.gov.uk/door-to-door/) to ensure they remain relevant and informative.

Task 3: Develop and consult on a draft strategy for the 2007-10 period.

Task 4: Review DPTAC publications for currency, relevance, gaps, promotion and effectiveness of messages.

Task 5: Publish a specification for improving access to toilets on commercial passenger aircraft.

Task 6: Undertake ergonomic user trials of the specification for an on-board wheelchair for use on commercial passenger aircraft.

Task 7: Develop and publish guidance on the handling of wheelchairs at airports to limit damage during loading and unloading from aircraft.

Task 8: Action Plan to proactively engage with operators (including the private, public and voluntary sector), manufacturers, regulators and trade groups in jointly understanding the requirements of disabled people, including promoting the enforcement of the Passenger Service Vehicle (Conduct) Regulations 2002.

Task 9: Review changes to concessionary fares in Scotland and Wales and develop options for further changes in England to improve provision across local authority boundaries and extend to community transport.

Task 10: Secure movement towards the amendment of the Public Service Vehicle Accessibility Regulations 2000 to cover the provision of audible and visual information systems on buses.

Task 11: Evaluate the Influence of the inclusive design teaching resources in primary schools.

Task 12: Influence the secondary schools curriculum with regard to inclusive environments.

Task 13: Follow up action to the DPTAC/accredited school questionnaire and the RIBA policy on access and Inclusion.

Task 14: Progress the Disability Awareness and Equality Training framework and generic principles for front line transport staff.

Task 15: Review how effectively Home and Quiet Zone design standards reflect the needs of disabled people.

Task 16: Contribute to the development of disability equality strategies by the Department for Transport and its agencies.

Task 17: Contribute to the European Union review of the need for community wide legislation on the rights of persons with reduced mobility travelling by sea.

Task 18: Develop and publish guidance to passengers and industry on boarding and alighting rail vehicles using ramps.

Task 19: Survey local taxi licensing authorities to determine the state of readiness for extending Part 3 of the DDA coming into force in December 2006.

Task 20: Work with the MIU on the taxi accessibility regulations and the ergonomic design of an accessible taxi.

Task 21: Prepare a paper for Main Committee on the proposed taxi accessibility regulations and how to increase accessible 'transport' coverage in those areas not covered by the regulations.

Reactive tasks

Task 22: Respond to all other consultations of relevance to access for disabled people.

Task 23: Advise on any future stages in the review of the Blue Badge Scheme.

Task 24: Advise the Secretary of State on Rail Vehicle Accessibility Regulations exemption applications, and DfT on exemptions from the Code of Practice: Train and Station Services for Disabled Passengers, including negotiations on timescales and cost implications.

Task 25: Advise DfT on prioritisation criteria and implementation of Access for All Funding; the review of Code of Practice: Train and Station Services for Disabled Passengers; the Franchise Replacement Programme; and the review of the Rail Vehicle Accessibility Regulations 1998 and the expected refurbishment regulations.
