Jane
Wilmot has been re-appointed to the Chair for a second term. Jane was
the first woman and the first sensory impaired person to Chair DPTAC.
Reflecting
statutory requirements and the Government's approach to public appointments
the new Committee will have 76% of members who are disabled, 43% who are
women and 10% from ethnic minority communities.
Those
who have been reappointed to the Committee will serve for a period of
eighteen months, until June 2003. New members will serve for a period
of three years until 31 December 2004. This establishes a new cycle of
appointments and should provide more continuity within the Committee.

The Disabled Persons Transport Advisory Committee (DPTAC) is a statutory
body established under Section 125 of the Transport Act 1985 to advise
the Secretary of State for Transport on matters affecting the transport
needs of disabled people. Membership is limited to a Chairman plus twenty
members, at least half of whom must be disabled.

Jane
Wilmot, OBE - Chairman
Jane is deaf and has been a member since 1995. She is experienced in working
with deaf and disability organisations (including RNID) over several years,
on meeting the transport needs of disabled people. She was the first woman
and the first deaf person to chair DPTAC. She is also a member of the
Commission for Integrated Transport and an observer on the Disability
Rights Commission.
Jean
Ashcroft, MBE
Jean has a mobility impairment, due to rheumatoid arthritis, and uses
a wheelchair. She is a former Director of Policy and Campaigning at Arthritis
Care and is now a Public Policy Design Consultant on access, transport,
mobility, packaging and product design. She is involved with The Forum
of Mobility Centres, the Joint Committee on Mobility of Disabled People,
Ricability and the Office of Telecommunications. She has been a DPTAC
member since 1992.
Ann
Bates
Ann is a wheelchair user who also has arthritis. She is a member of the
Rail Passengers Committee working closely with train companies and the
SRA. She is also a member of a National Health Trust and has professional
involvement with both the National Association of Teachers and Lecturers
in Further and Higher Education (NATPHE) and the Trade Union Disability
Alliance. She is a new appointment.
Sian
Baldwin
Sian is the Access Policy Officer for the Built Environment and Transport
at RADAR and has worked in the access field for a number of years at both
local and national level. She is a new appointment.
Anthony
Peter Barker, OBE
Peter who is blind, has been a member since 1992, and is Chair of the
Built Environment Group. He is a professor of Inclusive Environments at
the University of Reading and formerly head of the JMU/Access Partnership.
Michael
Bruton
Michael is a wheelchair user. He is the former Executive Director of the
Disabled Drivers Association and is much involved in rambling for disabled
people. He is a new appointment.
Lekh
(Vidur) Dindayal
Vidur is an architect who has worked on access design for over 30 years.
He is a member of the Disability Appeals Tribunal, and former member of
the London Regional Passenger Committee and LTUC. He is a new appointment.
Jean
Dunlop
Jean is a wheelchair user and has been a member since 1997. She is the
Vice-Chair of the Scottish Accessible Information Forum and Chairperson
of P.H.A.B Scotland. She is a Scottish Executive nominee.
David
Finnegan
David is a wheelchair user who has spent twelve years working in the access
field with Merseytravel Passenger Transport Executive. He has undertaken
other disability work through the Spinal Injuries Association. He also
has an interest in environmental issues. He is a new appointment.
Alan
Hartley
Alan is a wheelchair user and has ten years experience with health related
organisations. He is Chairman of the Association of Community Health Councils
in England and Wales and also a member of the National Group on Ambulance
Design. He has a past career as a coach driver and instructor and leads
holidays abroad. He is a new appointment.
Janet
Seymour Kirk
Janet has mobility impairment. She is a Parish Councillor, Governor of
a local primary school and works on a voluntary basis for AMICUS-MSF mainly
on disability and employment issues. She is also Co-Chair of the Labour
Party Disabled Members Group. She has been involved in a number of rural
transport and heath related committees. She has been a member since 1999.
Grahame
Lawson
A member since 1996, Grahame has been involved in transportation for over
30 years and has had a particular interest in disability issues for 15
years. He is Head of Planning and Transportation with North Lanarkshire
Council and is an adviser to CoSLA on disability matters.
Peter
Lee
Peter is the Managing Director of a bus company. He has been closely involved
in disability and transport issues for a number of years. He has been
a member since 1999.
Jenny
Meadows
First appointed to DPTAC in 1995, Jenny is Director of the Community Transport
Association and has a long professional and voluntary involvement in community
and voluntary transport services.
Thomas
Martin Pey
Thomas is blind. He is Director of Policy for the Guide Dogs for the Blind
Association. He is a Member of the Joint Mobility Unit Partnership Strategic
Committee, Pets Passport Advisory Committee at DEFRA, and of the Family
Services Committee at the Royal London Society for the Blind. He is also
a Trustee of the Royal London Society for the Blind. He is a new appointment.
David
Pugh
David was a regional industrial organiser for the Transport and General
Workers Union (TGWU) specialising in passenger transport and a former
bus driver. He is a Trustee of the Manic Depressive Fellowship and a member
of Mind. He is a new appointment and the first DPTAC member with mental
health interests.
Keith
Richards
Keith is Head of Consumer Affairs at ABTA with special responsibility
for access issues. He is also a co-opted member of the RNIB Leisure Services
Committee. He is a new appointment.
Cath
Simpson
Cath is visually impaired. She has been a member since 1995. She is a
co-ordinator of services to blind and visually impaired people for Glasgow
City Council. She is also a Scottish Executive nominee.
Carol
Thomas
Carol has been involved in the access field for many years, initially
working for Disability Wales, and more recently as part of the JMU Access
Partnership. She has been a member since 1999. Carol is a member of the
Royal Town Planning Institute and National Register of Access Consultants,
and she has served on the Access Committee for Wales and the Access Association
for Wales for many years.
Glynn
Vernon
Glynn is a wheelchair user, and is a freelance consultant in Disability
Issues, Diversity, and the Voluntary Sector and a former Vice Chair and
member of Scope's Executive Council. He is also a member of the National
Care Standards Commission. He is a new appointment.
Richard
West
Richard is deaf and has a learning disability. He works with CHANGE on
transport issues. He also helps CHANGE look at information to make it
more accessible. He has been a member since 1999 when he became DPTAC's
first member with a learning disability.
