1. Glossary

Access statement
A statement prepared by an applicant for planning permission indicating their approach to inclusive design.

Assistance dogs
An assistance dog is one which has been specifically trained to assist a disabled person and which has been qualified by one of the charitable organisations registered as members of Assistance Dogs (UK). These animals will have formal identification (the wearing of a jacket inscribed with the name of the charity) and have been granted certification by the Department of Health on the basis that the dog's standard of training, behaviour, health and welfare are such that it should be permitted to accompany it's client, owner or partner at all times and in all places within the UK. Assistance dogs from other countries, when entering the UK, should meet the full membership criteria of Assistance Dogs International and assistance Dogs Europe, or other such bodies as may, from time to time, be recognised.

IMO
The International Maritime Organisation is a United Nations agency which aims, through technical co-operation with Member States, to improve maritime safety and pollution prevention by the setting of international standards.

Load Line Convention
International Convention on load lines, 1966 as amended by the Protocol of 1988 to the International Convention on Load Lines, 1966.

MACS
Mobility and Access Committee for Scotland.

MCA
The Maritime and Coastguard Agency is an executive agency of the Department fro Transport and is the UK Government regulatory authority for maritime safety and pollution prevention.

MGN
A Marine Guidance Note is issued by the MCA and provides significant advice and guidance relating to the improvement of safety and pollution prevention at sea.

MSN
A Merchant Shipping Notice is issued by the MCA and is used to provide mandatory information that must be complied with under UK Merchant Shipping legislation. MSNs relate to Statutory Instruments and contain the technical detail of such regulation.

NRAC
The National Register of Access Consultants is an independent register of accredited Access Auditors and Access Consultants who meet professional standards and criteria established by a peer review system. It is the only UK-wide accreditation service for individuals who undertake access auditing and access consultancy.

Part M of the Building Regulations
One of the 13 parts of the Building Regulations that relates to Access and Facilities for Disabled People.

Passenger
A passenger is every person other than:

  1. the master and the members of the crew or other persons employed or engaged in any capacity on board a ship on the business of that ship; and
  2. a child under one year of age.

Passenger ship
A Passenger ship is a ship which carries more than twelve passengers.

Passenger vessel
Passenger vessel has the same meaning as passenger ship.

Persons with reduced mobility
A person with reduced mobility is defined as "anyone who has a particular difficulty when using public transport, including elderly persons, disabled persons, persons with sensory impairments and wheelchair users, pregnant women and persons accompanying small children" and should include people with learning disabilities, people with mental health issues and people with cognitive impairments. The use of the term Persons with Reduced Mobility in communication with passengers is discouraged. People with hearing impairments and those with small children, for example, are unlikely to consider themselves to be "persons with reduced mobility" but their needs should also be considered.

Pet Travel Scheme
The Pet Travel Scheme (PETS) is the system that allows pet dogs, cats and ferrets from certain countries to enter the UK without quarantine as long as they meet the rules. It also means that people in the UK can take their dogs, cats and ferrets to other European Union (EU) countries, and return with them to the UK.

Platform lift
Lift with a platform and low walls and which travels vertically between two levels and is intended for use standing up or seated on a chair or a wheelchair.

Port operator
Means the responsible owner or operator of the port. (see terminal operator).

Public transport
Public transport is a conveyance, either publicly or privately owned, provided to the general public or special service (but not including charter or sightseeing service) on a scheduled route between at least two different locations on a regular basis over a sustained period of time.

Reasonable and practicable
Defining what steps are reasonable and practicable will depend on all the circumstances of each case. These circumstances could include;

  1. The type of services being provided;
  2. The nature of the service provider and its size and resources;
  3. The effect of the disability on the individual;
  4. Whether taking any particular steps would be effective in overcoming the difficulty that disabled people face in accessing the services in question;
  5. The financial and other costs of making the adjustment;
  6. The extent of any disruption which taking he steps would cause;
  7. The extent of the service providers financial and other resources;
  8. The amount of any resources already spent on making adjustments; and
  9. The availability of financial or other assistance.

RNIB
Royal National Institute for the Blind.

StairliftStair lift
Lift that travels from one level to another along a line parallel with the pitch line of the stair.

Tactile paving
Profiled paving surface providing guidance or warning to blind and partially sighted people.

TDD
Telecommunications Device for the Deaf.

Terminal operator
Means the person responsible for the operation of the passenger terminal facility and maybe different from the port operator.

TRL
Transport Research Laboratory.

UK
United Kingdom.

Unisex
Facilities designed for use by either sex with or without assistance by people of the same or opposite sex.

VDU
Visual Display Unit.

Wheelchair
Wheelchair means a passenger-owned wheelchair that requires a minimum clear floor area of 750 mm by 1200 mm to accommodate a wheelchair and its occupant and a minimum clear manoeuvring space of 1500 mm in diameter.
